Pay and Conditions (National Framework Agreement)
The Committee reviewed the consultation ballot on the framework offer. This result has been circulated to branches. Following on from FE sector conference, there had been an Officer meeting with the AoC on 3 November 98 to explain the key reasons for the membership rejection. Consequently there will be a National Negotiating Committee meeting on 17 December 98. The hope was raised that the appointment of the New CEO of the AoC would allow further developments.
In the mean time, AoC was consulting their membership on various employment
issues: i.e.
Desirability of National Bargaining and Framework
Harmonisation within Institutions
Single status provisions.
Regional Officials had also been asked to conduct a survey of branches’
preparedness to take industrial action
A motion was passed that Natfhe should purse negotiations with the
AoC with the aim of extracting revised proposals to settle the National
Dispute.
Letter from Regional Secretary:
In addition the Regional Secretary has written to the Chair of NEC furtherEducation
Committee( prior to the meeting of the 20th November) raising certain issues
which in the view of the region required clarification concerning the proposed
industrial action in relation to the National Framework Agreement
